Dependent Eligilibility Verification

Dependent Eligibility Verification (DEV) is a new process to confirm that any dependent you enroll in Microsoft's health and wellness plans meets the eligibility criteria. This includes spouses, domestic partners (DPs), and children. Verifying dependent eligibility is being instituted to comply with federal regulations, responsibly manage healthcare costs, and help prevent ineligible individuals from receiving coverage, which can lead to unnecessary expenses and potential legal risks.

Starting October 2025, all new hires and employees who add or change dependents due to a Qualified Life Event (QLE) must submit documentation at enrollment and within 31 days of the dependent entry date to keep coverage active. There is no grace period after the 31 days, but appeals will be reviewed on a case-by-case basis (see Submission issues tab).

 

If you currently have enrolled dependents, you will need to provide documentation in February-March 2026. Without these documents, those dependents will be removed effective May 1, 2026.

Accepted documents

 

  • Preferred Method
    First page of the 1040 tax form from the current year or year prior. For example: for 2026, you can submit tax returns from 2024 or 2025. Only the first full page with the relevant information that shows full name and relationship to the employee is required.
    • Any financial or non-dependent specific informationcan be redacted from the upload.
  • Spouses or Domestic Partners
    Marriage certificates or Affidavit of Domestic Partnership dated within the last three years
    • If beyond three years - additional documentation showing cohabitation dated within the last 6 months (example: Government issued Utility Bill, Home Owners Insurance Declaration, etc)
  • Dependent Children: Birth certificates

 

Some dependents may require additional documentation. They include:

 

  • Tax-Dependent Domestic Partner
    Microsoft may use the DEV process to confirm IRS tax dependent status when you enroll a Domestic Partner as a tax dependent to ensure appropriate tax withholding (note: coverage for Domestic Partners who are not your tax dependents can result in imputed income).
  • Child of a Domestic Partner (DP)
    Two processes of eligibility are needed for verification. First verifying of the Domestic Partner, and secondarily proving the relationship of the child to the Domestic Partner.
  • Children under 26 who are not IRS tax eligible dependents
    Since they may not appear on your Form 1040 tax return, you'll need to provide secondary documentation such a a birth certificate or a prior 1040 year's taxes showing them as your dependent.
  • Non-dependent children due to divorce decree
    You can use a combination of the tax return for any child dependents you can claim and then a birth certificate for those you cannot.
  • Domestic partner changed to spouse
    Submit a marriage certificate to have the dependent status changed.

 

Please be sure to submit non-restricted clear copies of your—PDF or JPEG files are recommended to ensure timely review and processing. Documentation must be submitted in English or a certified translation is required.

 

If your documentation is insufficient, you will receive a resubmit email notification if your transaction is still pending. 

 

Important note: A resubmit request does not extend your original deadline.

 

For newly added dependents: If your documents are not submitted and approved by the deadline (within 31 days of the entry date), your dependents will not be added to coverage.

 

You can submit documents using either the MyChoice mobile app or the Benefits Enrollment website.

Using the MyChoice benefits app:

 

1. Download the app using the QR code below andf ollow the instructions to sign in.

2. Once in the app, go to My Tasks at the top of your home screen, then select a task to see what's needed and check your document status.

Using a desktop or laptop:

  1. Log in at aka.ms/BenefitsEnroll
  2. From the homepage, find My Tasks near the top of the page, or select your name in the top-right corner and choose Profile > Your Dependents
    You'll see what's required and when it's due directly in the My Tasks section or on the Your Dependents page.
  • If you missed the 31-day submission period or receive a denial, there is an opportunity to appeal. Appeals will be reviewed on a case-by-case basis and can be directed to the Businessolver Verification Support team at 866-477-8177.
  • If you missed the deadline due to technical issues, reach out to the Benefitssolver Verification Support team at 866-477-8177. In some cases, exceptions may be made, especially if you can demonstrate a good-faith effort to comply.
  • If you don't report your divorce within 60 days after the event, your former spouse will be removed from coverage as of the legal separation or divorce date (whichever is earlier) and may not be eligible for COBRA
